This is asked by people who want to reduce their bills but are worried that generating electricity could somehow count as income and affect their benefits. It is a reasonable concern and deserves a clear answer.
Self-consumed generation is not income
Plug-in solar that you consume yourself — generation that reduces what you buy from the grid — does not create income. You are spending less, not earning more. Reduced expenditure is not reportable income for Universal Credit or any other means-tested benefit. A solar system saving you £60 per year on electricity bills is identical in benefit terms to loft insulation saving you £60 on heating.
HMRC’s notional income rules for benefits are concerned with actual income received, not expenditure reductions. Self-consumed solar generation does not fall within income reporting requirements.
What about Smart Export Guarantee payments?
SEG export payments — money paid by a supplier for electricity exported to the grid — are income in principle. Income from any source should be disclosed for Universal Credit assessment. In practice, plug-in solar under current rules cannot access SEG payments (MCS certification is required). For most plug-in solar owners on Universal Credit, there is no export income to declare.
If future rules change SEG eligibility for certified plug-in solar, export income at the likely scale of £30 to £80 per year would have a minimal effect on most UC assessments.
Capital assessment
Universal Credit has capital limits. A plug-in solar system is a capital asset, but its relevant value is the resale value (second-hand solar equipment sells for a fraction of purchase price), not the purchase price. A used plug-in solar system worth £150 to £300 on the resale market is unlikely to affect any capital assessment. If you are already close to the £6,000 or £16,000 capital thresholds, speak to Citizens Advice or a benefits adviser before any significant purchase.
For most plug-in solar owners on Universal Credit: the impact is zero. If uncertain about your specific circumstances, Citizens Advice gives free personalised advice.
